National vs Provincial Assemblies: What Is the Difference?

Which legislature handles which issues, and why the distinction matters to voters.

Different levels of lawmaking

The National Assembly is part of the federal Parliament. Provincial assemblies legislate and oversee government within Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan. The Constitution assigns responsibilities across levels, so the correct forum depends on the subject.

Budgets and oversight

Each assembly debates legislation and financial plans within its sphere. Members can question ministers, work through committees and debate public policy. A provincial service problem is not automatically controlled by the National Assembly, just as a federal matter may be outside a provincial legislature’s authority.

How governments are formed

At the federal level, the National Assembly is central to selecting and sustaining a prime minister. At the provincial level, an assembly is central to selecting and sustaining a chief minister. Coalition agreements can therefore shape both national and provincial governments.

Identify your national and provincial constituencies separately. Official assembly websites publish member information, business schedules and documents. When contacting an elected representative, describe the issue and why it belongs at that level of government.
